Once again, peace has been disturbed in Hisao's hometown. This time, it's the appearance of a new serial attacker terrorizing the people, one that continues the work of an old nemesis of Hisao and the rest of the Community Service Club: the Piper. And along with this new Piper, comes a rise in violence between two factions constantly vying for control of the town and a police officer who has a bone to pick with one of the Club's own.
